Role profile

The V&A Dundee Safety, Health and Environment Manager is a pivotal role which is responsible for ensuring the safety and well-being of our staff, visitors, contractors and exhibits. You will develop, implement, and monitor health and safety policies and procedures, conduct risk assessments, and provide training and guidance to promote a safe and secure environment. Your expertise will be crucial in maintaining compliance with health and safety regulations and fostering a culture of safety throughout the museum.

Duties and Responsibilities

Health & Safety Management

  • Set and manage departmental H&S objectives to meet H&S Policy and legal requirements, managing Directors, Heads of, Line manager and employee responsibilities.

  • Set and manage all employee responsibilities defined in the H&S Policy.

  • Prepare agendas and minutes for the H&S Committee.

  • Preparation of health and safety reports as directed.

  • Advising the Health and Safety Director and Chief Operating Officer on health and safety issues.

  • Audit Service Partners H&S management and ensure compliant with service agreements and best practice.

  • To prepare, deliver and manage policies and procedures that support safe, compliant practices across the organisation.

  • Work to instil the HSG65 Safety Management System Plan, Do, Check, Act. 

  • To provide regular advice, guidance, and support for directors, managers and staff on relevant H&S and fire matters, ensuring we maintain an effective H&S and fire provision. 

  • Responsibility for the development, oversight and monitoring of robust Incident Management and Business Continuity processes, liaising with key stakeholders and internal colleagues. 

  • Day-to-day management of health and safety of all workplace activity, events, and operations. 

  • To be aware and have a good understanding of current H&S and security legislation and trends both in museums and tourism.

  • To work with the People team to support employee welfare and working conditions. 

  • Maintaining office health and safety notice boards and health and safety law posters.

CDM Management

  • Prepare and deliver V&A Dundee CDM Management Policy & Guidance.

  • To manage Construction, Design and Management (CDM 2015) compliance across all activities at V&A Dundee.

  • To appoint and manage CDM Consultants as necessary, ensuring all client duties are complied with.

  • To advise Project Teams, leading on H&S design considerations across all internal and external stakeholders, designers and contractors.

  • Advise and audit external designers and contractors during the design and build phase of all building works / exhibitions at V&A Dundee.

  • Ensure that Exhibition Design and layout comply with Scottish Building standards (NDTH). These standards include accessibility, ramps, stairs, handrails, door size requirements.

  • To ensure the Museum complies with the legal duties placed upon it as either the Client, Principal Designer or Principal Contractor.

Fire 

  • Prepare, update and enact the Fire Policy as required. 

  • Prepare, update and enact the Evacuation plan yearly or when any material change takes place. 

  • Prepare drawings of Evacuation Marshal positions and gallery layouts to support the training. 

  • Organise Fire Risk Assessments for each new exhibition build. 

  • Co-ordinate tabletop Fire Risk Assessments based on Exhibition Designs with FRA consultants. 

  • Advise on exhibition project teams for fire safety and design. 

Training

  • Manage all employee health and safety training, maintaining a companywide training matrix.  Monitor service partner training delivery. 

  • Arrange external training courses for staff and offer to service partners where relevant. 

  • Continually review the operational Health and Safety practices and advise all staff members on their health and safety statutory responsibilities. The Safety, Health and Environment Manager will lead by example to embed a positive health and safety culture.

  • Develop and maintain the Induction policy for staff, contractors, interns, volunteers. 

  • Deliver regular Company Inductions for new staff and service partners. 

  • Ensure persons booking contractors onto site are trained to deliver contractor site inductions. 

  • Maintaining office health and safety notice boards and health and safety law posters.

Policy Management 

  • To prepare, deliver and manage all policies and procedures that support safe, compliant practices across the organisation.  

  • Set and manage all employee responsibilities defined in the H&S Policy. 

  • Set and manage departmental safety objectives and assign responsible persons to carry out those duties, in line with the Museums Safety Policy. 

  • Maintain a safety policy and risk assessment register.

Health & Safety Department Budgets & Spend

  • To set and manage yearly H&S budgets and manage all H&S procurement.

  • Prepare proposals for Capital and H&S Budget expenditure to support H&S Compliance, ensuring best value for money.

  • Procure safety materials as required, ensuring high quality and suitable cost. 

Operations and Events

  • To periodically support operations delivery with large scale event planning, including internal / external stakeholder management, preparation of event layout drawings, and regular support.

  • Ensuring that event risk assessments are conducted by a competent person, reviewing and advising on these where necessary. 

  • Maintenance of an event risk assessment register .

  • Provide safety advice on project teams for large scale events and advise event owners where necessary. 

  • Audit the event management process and ensure RAMS are relevant and practical. 

  • Ensure Contractor RAMS, Insurance Schedules and PAT test records are provided and accurate. 

Other Health & Safety

  • Responsibility for the development, oversight and monitoring of robust Incident Management and Business Continuity processes, liaising with key stakeholders and internal colleagues.

Key Performance Indicators

  • Accidents and near miss statistics.

  • Staff absence with a cross over to health and safety.

Monitoring and Measuring Performance 

  • Audit Service Partners H&S management and ensure compliant with service agreements and best practice. 

  • To run quarterly H&S committee, preparing reports and minuting the meetings. 

  • Prepare Safety and Security reports for the COO and Finance/Risk Committee. 

  • Advising the Health and Safety Director (COO) on health and safety issues.  

  • Continually review the operational Health and Safety practices and advise all staff members on their health and safety statutory responsibilities. The Safety, Health and Environment Manager will lead by example to embed a positive health and safety culture. 

  • Ensuring arrangements are in place for health surveillance where necessary. 

  • Coordinating health and safety audits in liaison with the operational departments. 

  • Coordinating the revision of health and safety documentation in liaison with the operational departments.  

  • Manage the Audit system “SafetyCulture” software, developing and updating audits for accident investigations, first aid and daily inspections. Train others on the use of this platform. 

  • To be aware and have a good understanding of current H&S and security legislation and trends both in museums and tourism.

Essential

  • NCRQ General Certificate in Applied Health and Safety or NEBOSH General Certificate in Occupational Health and Safety

  • Managing a similar H&S function across a range of teams and activities

  • Strengthening an organisations H&S culture and practices

  • Keeping up to date with relevant current and emerging legislation

  • Creating policies and guidance based on legislation and best practice and rolling out to teams

  • Supporting diverse teams to build their H&S knowledge

  • Microsoft Office products (Excel, Word, PowerPoint)

  • Operation of H&S incident management, risk assessment software

  • Capable of building a H&S support network in the sector and with founding partners

Desirable

  • NEBOSH National Diploma for Occupational Health and Safety Management Professionals / IOSH Membership

  • Working in a high-volume customer facing organisation

This is a full-time position, working 37.5 hours per week working in a hybrid flexible environment with a mixture of home working and working from our museum in Dundee (60% museum on average).
